ELECTION OF MAYOR Minutes: It was proposed by Councillor S Carr and seconded by Councillor L Lally and Councillor R I Jackson that Councillor D Grindell be elected as Mayor of the Borough for the ensuing year.
RESOLVED that Councillor D Grindell be elected Mayor of the Borough 2022/23.
Councillor D Grindell signed the Declaration of Acceptance of Office and thanked the Council for having elected him Mayor of the Borough. Councillor D Grindell stated he would be supporting Mental Health in the Community of Broxtowe based at Middle Street, Beeston and hoped to raise awareness for The White Ribbon campaign during his office.

APPOINTMENT OF DEPUTY MAYOR Minutes: It was proposed by Councillor G Marshall and seconded by Councillor B C Carr and Councillor L Ball BEM that Councillor T Cullen be appointed Deputy Mayor of the Borough for the ensuing year.
RESOLVED that Councillor T Cullen be appointed Deputy Mayor of the Borough 2021/22.
Councillor T Cullen having signed the Declaration of Acceptance of Office thanked the Council for having appointed her Deputy Mayor of the Borough.

ELECTION OF LEADER The Council is requested to elect the Leader of the Council by resolution. Minutes: It was proposed by Councillor S Carr and seconded by Councillor G Marshall that Councillor M Radulovic MBE be elected as Leader of the Borough.
RESOLVED that Councillor M Radulovic MBE be elected as the Leader of the Borough 2022/23.

RECOGNITION OF POLITICAL LEADERS The Council is requested to note the Members chosen as Leader and Deputy Leader of the Opposition and the Leaders and Deputy Leaders of any other group. Minutes: It was noted that Councillor M Radulovic MBE was the Leader of the Council and Councillor S J Carr as the Deputy Leader. Councillor R I Jackson was Leader of the Opposition with Councillor M J Crow as the Deputy Leader of the Opposition. Councillor G Marshall was Deputy Leader for Labour and Councillor T Hallam Deputy Leader for Liberal Democrats.

An amendment was proposed by Councillor S J Carr and seconded by Councillor G Marshall in relation to Chapter 2 Procedure Rules and Arrangements:
Page 93. Part 7 Overview & Scrutiny Committee:
To remove the ‘Chair and Vice Chair’ from the current restrictions.
Wording with the above deleted would remain as follows:
“All Members of the Council except Members of the Cabinet (or Committees of the Cabinet), the Mayor and Deputy Mayor of the Council or the Chairs or Vice Chairs of Committees are eligible for appointment as Members of the Overview & Scrutiny Committee. However, no Member may be involved in scrutinising a decision in which they have been directly involved.”
The same wording to be amended on the flow chart at page 111.
Page 133. Part 10 Licensing & Appeals Committee:
To remove all current restrictions and add the necessity for members to receive the relevant training.
Wording with the above deleted would remain as follows:
·The Leader, Deputy Leader and Cabinet Members may not serve on this Committee. “Members of the Licensing & Appeals Committee must complete training prior to attending a meeting of the Committee.”
Discussions ensued with queries raised relating to the reasons for the change in governance and how Overview and Scrutiny Committee meetings would operate.

COMMUNITY GOVERNANCE REVIEW 2021 PDF 555 KB To ask Council to approve changes to parish council boundaries in the south of the borough and the making of an order to bring those changes into effect from May 2023.
Minutes: Members were asked to approve changes to Parish Council boundaries in the South of the Borough and the making of an order to bring the changes in effect from May 2023. A review of parish boundaries and governance arrangements commenced in June 2021. The purpose of the review was to ensure that local governance continued to be effective and convenient and that it reflected the identities and interests of local communities.
RESOLVED that: 1. The changes to parish boundaries set out in the Appendix 1 of the report be approved and an Order be made to bring those changes into effect from 4 May 2023. 2. The Head of Administrative Services requests the Local Government Boundary Commission to make related alterations to the Borough ward boundaries as set out in Appendix 1 of the report. 3. In light of the complex relationship between the communities in the north of the Borough and the limited time available to carry out a third consultation, no changes be made to the boundaries of Brinsley, Eastwood, Greasley (with the exception of its boundaries with Awsworth Parish south of the A610 as identified in Appendix 1 of the report), Kimberley (with the exception of its boundary with Awsworth parish at Awsworth Lane as identified in Appendix 1 of the report) and Nuthall at the present time. 4. A further review be carried out late in the year, the arrangements to be approved by the Governance, Audit and Standards Committee, to identify potential changes to parish boundaries of Brinsley, Eastwood, Greasley, Kimberley and Nuthall Parish Councils which will provide for appropriate governance arrangements for these communities. |
