Under the above Act the Council licenses
hackney carriage (HC) and private hire vehicle (PHV) drivers within
the Borough. Before granting or renewing licences the Council, as
Licensing Authority, must be satisfied that the applicant is a fit
and proper person to hold a driver’s licence. Circumstances
may also arise during the term of a licence which require further
consideration.
