Members were informed of the opportunities and ways to improve recycling in the Borough and to improve the recycling rates. By providing a campaign of communication and education through schools, improve awareness of recycling and contamination and target resources to low performing areas would improve recycling and waste management practices.
The Committee also noted an impact on kerbside textile collection service due to a change in vehicle and the service being suspended currently due to the current vehicle not having a designated textile storage compartment. Two options were discussed of continuing with the textile service or to cease the service. Members considered the tonnage collection and the percentage increase of recyclables and agreed to cease the kerbside textile collection to allow for additional tonnage collection in particular to glass.
RESOLVED to adopt Option 2 with regards to the kerbside textile collection service.

The Committee noted the impact that the Covid-19 pandemic had in not being able to safely undertake any Waste Day Events throughout the Summer and the bulky waste service being suspended between March and July 2020, alongside Nottinghamshire County Council’s Household Waste and Recycling Centre’s being closed. The impact had resulted in a backlog in bulky waste collections of around six weeks. By providing additional funding to allocate resources to reduce the lead time this would provide a better service for residents and prevent residents using alternative carriers who may not be licensed.
RESOLVED that where required the funding allocated to the Clean and Green budget be used to reduce the lead time of the bulky waste service.

Members considered the garden waste subscription charges for 2021/22 and commented how successful the service had been and noted the increase in subscribers during the lockdown measures imposed due to Covid-19.

Members were informed of the current provision of Public Conveniences in the borough.
It was noted that each of the four main Town Centres has one public convenience located within it. Members considered the possibility of establishing a changing places toilet to assist people with disabilities in the town centres.
RECOMMENDED to the Finance and Resources Committee that a budget of £140,000 be set aside to allow the installation of a high quality Space to Change plus a unisex toilet facility adjacent to the former Explore Learning Unit in Beeston. Reflecting its location immediately adjacent to the bus/tram interchange it is suggested that this be largely funded via s.106 ITPS and any shortfall via a new General Fund capital allocation. A formal tendering exercise would be required.
