To consider motions

In November 2025, leading experts delivered a National Emergency Briefing on the wide-ranging implications of the climate crisis. They outlined how it will affect us in 6 key ways: weather extremes, nature breakdown, food security, national security, health, & economics. The film also highlighted important tipping points and the importance of an energy transition.

This forms the basis for the People’s Emergency Briefing, which is being screened across the country, including at Broxtowe Borough Council on 28 July 2026.

The climate emergency will affect everyone sooner rather than later and urgent action is needed to get this message heard.

This Council restates its commitment to tackling the climate crisis and recognises the need for wide public support in demanding urgent national and international action on emissions and the destruction of nature.

This Council resolves to:  Write to the two MPs representing Broxtowe Borough, asking them to support a televised National Emergency Briefing and push for the urgent structural and policy changes needed to mitigate the crisis; - Write to the Secretary of State for Culture, Media and Sport, asking them to hold a prime-time televised emergency briefing on the climate and nature crisis, delivered live by trusted independent experts; - Conduct and support screenings of the National Emergency Briefing across the Borough; - Write to Parish and Town Councils in Broxtowe, encouraging them to screen the National Emergency Briefing for local residents.

On 01 May 2026, the Renters Rights Act came into force in England. Among other things, this legislation banned Section 21 ‘no fault’ evictions, removed fixed-term tenancies, and banned the practice of rent bidding.

The Act also placed a number of new duties on local authorities regarding enforcement of the new regulations in the private rented sector. More information on these duties as they relate to Broxtowe can be foundhere.

Concerns have been raised about the ability of the tribunal system to handle an increase in cases in a timely manner and the levels of funding provided to councils.

This Council welcomes the reforms to renters rights in so far as they improve security for tenants. However, this Council also acknowledges the significant limitations of the legislation and lack of sufficient funding for local authorities expected to enforce the new regulations.

This Council resolves to write to the Minister for Housing, Communities, & Local Government, stating our position and calling on the government to:

- introduce further measures to redress the power imbalance between tenants and landlords, including rent caps and closing eviction loopholes;

- provide full and sufficient funding for local authorities to ensure proper, effective enforcement;

- empower local authorities to deliver social housing programmes at scale to further address the housing crisis.
