Minutes:

The minutes of the meeting held on 19 October 2022 were confirmed and signed subject to the slight amendment that Councillor J M Owen was present at the meeting as a substitute.

MINUTES FROM WORKING GROUPS

There are no Minutes from Working Groups of the Overview and Scrutiny Committee as no meetings have taken place.

The Committee noted the minutes from the Working Group meetings held on 11 and 25 July and 29 September 2022.

28.

UPDATE FROM CABINET

The Committee will receive an update on the submission of the Review of Telephone Answering and Customer Services to Cabinet on 1 November 2022.

Minutes:

The Committee was informed that the recommendations from review of Telephone Answering and Customer Services had been accepted in full by Cabinet at its meeting on 1 November 2022. Members were informed that there would be updates to the Overview and Scrutiny Committee regarding progress on the recommendations.

CONSIDERATION OF CALL - IN

To consider any matter referred to the Committee for a decision in relation to the call in of a decision.

Members are asked to scope the topic Missed Bins at the meeting.

The Committee received a presentation from the Council’s Executive Director, Kevin Powell, to assist with the scoping exercise. The scoping report was completed as follows:

·     How do we communicate regarding feedback on missed bins, including communicating with the complainant?

·     Are there times when bins are missed due to lack of foresight, missing bins where there are obstacles like lorries?

·     How many bins are missed because they are contaminated?

·     Is there a reason bins are being missed, what is the cause?

·     Do we have data on why bins are missed and which type of bins are missed?

·     New builds, how do we get information on where new collections need to start?

·     How is data used for training?

·     Should there be a charge for collecting missed bins?

It was agreed that a Working Group be formed to undertake the review before reporting back to the Overview and Scrutiny Committee with its findings. The nominations for the Group were Councillors P J Owen, I L Tyler, S Easom, D K Watts and J C Goold.

 

RESOLVED that:

1.        A Working Group be set up to scrutinise the topic of Missed Bins.

2.       The Working Group be Chaired by Councillor P J Owen and the Vice Chair Councillor S Easom

Members are asked to scope the topic - Cost of Living at the Committee.

Minutes:

The Committee conducted the scoping exercise and stressed that it was important to understand what the possibilities were when considering and understanding the assistance that could be given to residents. The scoping report was completed as follows:
