To consider the Annual Scrutiny Report 2025-26 and recommend to Cabinet.

The Committee noted the content of the report.

The purpose of the report is to provide an update on the progress made in implementing the recommendations approved by Cabinet relating to cemetery memorials.

Following an Officer’s introduction of the report, The Committee noted that they were happy to see consultation with the Friends of Broxtowe Cemeteries and others and referred to involvement of health and safety in the proposals. Members discussed the recommendation to allow some decorations on graves on specific anniversaries and complimented the Regulations.

A member noted that the purpose of the report was to monitor progress, not discuss the appropriateness of the proposals already agreed.

To review the provision of public toilet facilities at Broadgate in Beeston.

The Committee discussed the report and its proposals, with Members voicing scepticism about the feasibility of a Community Toilet Scheme but advocating for the benefits of public toilets, especially for parents and those with disabilities.

Some Members expressed concern for members of staff who had received threats, as well as antisocial behaviour associated with the site, and raised the prospect of temporary or permanent closure. Budgetary constraints and the possibility of a public consultation were also discussed. It was clarified that incidents of abuse against staff are reported to the Police.

The Chair asked to see an Equality Impact Assessment (EqIA) relating to potential closure of the toilets and suggested a further meeting on the issue with Ward Members.

The Committee RESOLVED to request that the Interim Director of Environment and Leisure, in conversation with the Chief Executive, explore options relating to temporary closure of the Broadgate Toilets due to concerns for public and staff safety, potentially including public consultation.

To agree the terms of reference and scope of the Sub Committee on missed bin collections.

The Committee discussed the report on the Sub Committee’s Terms of Reference.

The Interim Director of Environment and Leisure asked that a reference to present policies was added to the Terms of Reference. Upcoming changes to waste collection practices were discussed.

The Committee RESOLVED to approve the terms of reference and that the Missed Bins Sub Committee undertake its review.

To agree the terms of reference of the Spotlight Review into Lime bikes in Broxtowe.

The Committee considered a brief report on an upcoming Spotlight Review into Lime bikes in the borough, as well as its Terms of Reference.

The Committee RESOLVED to approve the Terms of Reference and that the Lime bikes Spotlight Review proceed.

Committee is asked to approve its Work Programme, including identifying topics for scrutiny, that will help to achieve the Council’s key priorities and associated objectives.

The Committee noted their work programme after discussing a number of items.

To inform the Committee of items on the Cabinet’s work programme, from which items for scrutiny may be identified.
