The Committee is asked to confirm as a correct record the minutes of the       meeting held on 16 April 2019.

3.

TRAINING SESSION

A training session will be provided by the Licensing Manager for the benefit of the Committee.

Minutes:

The Licensing Manager gave a presentation appraising members of all aspects of the Council’s licensing functions and the Senior Solicitor advised the Committee in accordance with the Rules of Natural Justice, the Seven Principles of Public Life and members’ interests.

 

4.

EXCLUSION OF PUBLIC AND PRESS

The Committee is asked to RESOLVE that, under Section 100A of the Local Government Act, 1972, the public and press be excluded from the meeting for the following items of business on the grounds that they involve the likely disclosure of exempt information as defined in paragraphs 1, 2, 3 and 7 of Schedule 12A of the Act.

5.

LOCAL GOVERNMENT (MISCELLANEOUS PROVISIONS) ACT 1976 HACKNEY CARRIAGE/PRIVATE HIRE DRIVER'S LICENCE

Minutes:

The Committee noted the hearing procedure, with particular reference to the Council’s policy, natural justice and the code of conduct.

 

Members considered the representations made by the applicant, who appeared in person, the Council’s licensing representative, the relevant legislation and the Council’s Licensing Policy.

 

      RESOLVED that the applicant is a fit and proper person to hold a hackney carriage/private hire driver’s licence and the application be granted until 18 May 2021 subject to the completion of a Statutory Declaration.

LOCAL GOVERNMENT (MISCELLANEOUS PROVISIONS) ACT 1976
HACKNEY CARRIAGE/PRIVATE HIRE DRIVER'S LICENCE

Minutes:

The applicant did not attend the hearing, nor provide any reason for non-attendance.

 

RESOLVED to defer to the hearing a future date to give the applicant further opportunity to attend. 

 

7.

LOCAL GOVERNMENT (MISCELLANEOUS PROVISIONS) ACT 1976
HACKNEY CARRIAGE/PRIVATE HIRE DRIVER'S LICENCE

Minutes:

The Committee was not prepared to consider the matter in the applicant’s absence on this occasion. 

 

RESOLVED to suspend the applicant’s licence until a final decision was made.
