The Committee considered the work programme and agreed the 10 Point Plan on Climate Change be added to the Environment Strategy Report.

RESOLVED that the work programme be approved with the agreement to add the 10 Point Plan on Climate Change to the Environment Strategy Report.

Members considered the garden waste subscription charges for 2021/22 and commented how successful the service had been and noted the increase in subscribers during the lockdown measures imposed due to Covid-19.

Councillor L Fletcher proposed an amendment to the recommendation to ring fence the additional monies raised from the garden waste subscription charges for green initiatives this was seconded by Councillor R D Willimott.

A recorded vote was proposed by Councillor L Fletcher and seconded by Councillor R D Willimott.

On being put to the meeting the proposal was lost.

RECOMMENDED to the Finance and Resources Committee that:

1.    The price for the first bin for 2021/22 be increased to £36.00

2.    The price for additional bins for 2021/22 be increased to £22.00

There were no declarations of interest.

The minutes of the meeting held on 14 September were confirmed as a correct record.

The Director of the Violence Reduction Unit, Mr David Wakelin, presented information to the Committee on the work of the Unit.

Members received an update on local policing issues from Chief Inspector Simon Riley.

Councillor Richard MacRae, the Council’s representative on the Police and Crime Commissioner Panel, provided the Committee with an update.

The Committee noted the following reports:

·       Performance Management – Review of Business Plan Progress – Community Safety

Members considered the Work Programme and agreed that a reports on Families in Distress, Update on Covid-19 be submitted to the next meeting and an Enforcement Policy Review to the meeting in January 2021. The Air Quality Action Plan would also be transferred to the Environment and Climate Change Committee.

RESOLVED that the Work Programme, as amended, be approved.

RESOLVED that the Modern Slavery and Human Trafficking Statement 2019/20 be approved.

Members considered theintroductionoftworestricted areasas partoftheexistingAlcohol ControlPublic SpacesProtectionOrder(PSPO)in orderto continue helping tocontrol issuesaroundpublicconsumptionofalcohol.

RESOLVED that the additional Restricted Areas, as detailed in appendix 2 of the report, be added to the Alcohol Control PSPO in accordance with the Anti-Social Behaviour, Crime and Policing Act 2014.

The Committee were informed of the Purple Flag scheme in respect of evening and night time economies and how this may apply in Broxtowe.

RESOLVED that a Task and Finish Group be formed, to include five members with membership delegated the Head of Public Protection in consultation with the Leader of the Council.

Members considered theintroductiona PublicSpaces ProtectionOrder (PSPO) inorder tocontrol nuisancefromgatheringsof motorvehicles atand around TinsleyRoad Bridge,Eastwood.

Variousmethods totry andcontrolthebehaviourhave beenconsidered,andit is felt thattheintroductionofa PSPOwould bethe mostsuitable.Thisview isalso supportedby thepolicewhowouldhaveresponsibility forenforcingthe provisions ofthe PSPOifit wereintroduced.

RESOLVED that the undertaking of consultation on the making of a PSPO at Tinsley Road Bridge to control nuisance from motor vehicles in accordance with the Anti-Social Behaviour, Crime and Policing Act 2014.

Members were informed of the current provision of Public Conveniences in the borough.

It was noted that each of the four main Town Centres has one public convenience located within it. Members considered the possibility of establishing a changing places toilet to assist people with disabilities in the town centres.

RECOMMENDED to the Finance and Resources Committee that a budget of £140,000 be set aside to allow the installation of a high quality Space to Change plus a unisex toilet facility adjacent to the former Explore Learning Unit in Beeston. Reflecting its location immediately adjacent to the bus/tram interchange it is suggested that this be largely funded via s.106 ITPS and any shortfall via a new General Fund capital allocation. A formal tendering exercise would be required.

Members discussed the application to become an investment partner of Homes England in order to grant funding and for the Council to charge affordable rents on new homes purchased form house builders through the planning gain/section 106 system. The application would allow the Council to reinstate its investment partner status with Homes England and allow the Council to access grant funding from the Affordable Homes Programme 2021-2026.

RESOLVED to approve the submitting of an application by the Council for Broxtowe to be reinstated as an investment partner of Homes England, and to approve amendments to the 2019 rent setting policy, covering affordable and shared ownership rents as marked in bold of the appendix report.

Members considered the Work Programme and agreed that an update on Section 106 requirements for affordable homes be submitted to a future meeting.

RESOLVED that the Work Programme, as amended, be approved.

The Committee considered the proposal to recruit a marketing officer. It was noted that the recruitment of a Markets Officer will enable the Council to hold regular and seasonal markets across the borough. In addition, the role will allow for place specific promotion alongside the markets, increasing visits and engaging with local groups and schools.

RECOMMENDED to the Personnel Committee that the viability of a permanent Markets Officer Position be CONSIDERED and to RESOLVE accordingly.

Members were updated on the progress made toward the formation of a Development Corporation which will cover the strategic development sites at Toton and Chetywnd Barracks.

The Committee noted the current position of the Reopening High Streets Safely Fund.

Broxtowe Borough Council were allocated £101,458 for the reopening of high streets safely fund from central government. This fund has been used to employ two officers to engage with local businesses to determine what support is needed to safely engage with customers.  

The Committee was updated on the recent changes announced to permitted development rights and the Use Classes Order and to provide a brief summary of the proposed planning reforms announced within the Government’s ‘Planning for the Future’ consultation.

The changes provide additional rights for extensions through the right to add additional storeys to buildings and through new rights to redevelop sites without obtaining full planning permission. The Use Classes Order has also been extensively revised to combine a number of classes into a new ‘Class E’.

RESOLVED that authority be delegated to the Interim Head of Planning and Economic Development to submit a response in respect of the Government’s ‘Planning for the Future’ consultation by 29 October 2020 and be distributed to all members three working days prior to the response’s submission, on the understanding that the delegation rest with the Interim Head of Planning and Economic Development.

Members were updated on the preparation of an Article 4 Direction. It was noted that following the COVID-19 pandemic, a revised timetable had been established.

The Committee noted a report which provided an update on the Stapleford Towns Deal Fund and the investment plan for Stapleford.

The Towns Fund could result in an investment of up to £25 million for the Town of Stapleford. To obtain this, the Town Investment Plan will need to demonstrate significant co-funding from public and private sector sources.

Members were updated on the progress made by HS2 following the publication of the Oakervee Review.

The Members were updated on the income generated from charging for the use of Council owned town squares. 

It was noted that in 2019/20 the Council received £9,457 of income from the leasing its town centres.

Members received an update on the progress of development sites cross the Borough. The Committeewas updated onall theregeneration sites withfurther discussions to takeplacearound MoultsYard,Stapleford.

RESOLVED that the proposals for additional sites be approved.

The Committee noted a report which informed of progress against outcome targets identified in the Business Growth Business Plan, linked to Corporate Plan priorities and objectives, and were provided with an update as to the latest key performance indicators therein. Further discussion ensued with regard to business growth with a request to revisit some of the plans to update on the impact of Covid-19.

The Committee considered the work programme.

RESOLVED that the Work Programme be approved, subject to the addition of items on the Mitigation of the Issues Due to New Planning Laws and to postpone the Update on Moults Yard Options until a later meeting.
